The player explores the game's dilapidated world, completes various quests, helps out factions, and acquires experience points to level up and increase the abilities of their character. After witnessing the murder of their spouse and kidnapping of their son, the Sole Survivor ventures out into the Commonwealth to search for their missing child. The player assumes control of a character referred to as the "Sole Survivor", who emerges from a long-term cryogenic stasis in Vault 111, an underground nuclear fallout shelter. The main story takes place in the year 2287, ten years after the events of Fallout 3 and 210 years after "The Great War", which caused catastrophic nuclear devastation across the United States. It makes use of a number of local landmarks, including Bunker Hill, Fort Independence, and Old North Bridge near Concord, as the bridge out of Sanctuary Hills.

You should now clip through and get a view of the map. Take the bobble head and head out into the large open room, use osychohet again and aim for the corner of the sealing with the ventilation duct and pipes. Now drop down a bit and jetpack again, you will clip through and be able to get into the room.
Look across from the lamppost and aim for the corner of the building ( this is easier using psychojet) sprint, jump and jetpack until you hit the rockface. Head to the training room ( with the target practice), head into the building and look up, there's a hole in the sealing. Ketana BE said: SO had this happen to me as well, luckily there is a way to still get the bobble head using power armor with jetpack.
